A New Outcome-Based Era in University Evaluation in the UAE

The United Arab Emirates has introduced a new system that fundamentally changes the way universities are evaluated in higher education. Implemented together with University Guidebook Version 11 published by the Ministry of Higher Education and Scientific Research, the Outcome-Based Evaluation Framework reveals that universities will now be assessed not only through traditional criteria such as infrastructure, faculty, and institutional capacity, but also through graduate success, learning outcomes, and their contribution to the labor market.

In the new system, graduate success and learning outcomes make up half of the overall evaluation. In addition, areas such as industry collaboration, research outputs, institutional reputation, and community engagement also play a determining role in the scoring process. Furthermore, elements such as AI-supported teaching, technology use, and adaptation to new skills have also been included in the evaluation to measure universities’ level of future readiness. The ministry emphasized that this model aims to make universities more responsive to the changing needs of the global labor market.

Experts note that the UAE’s approach reflects a more holistic understanding that addresses not only academic quality, but also employability, social impact, and economic alignment together. However, it is also stated that caution is needed in areas such as data management, institutional adaptation capacity, and the effects of socioeconomic differences on outcomes. Nevertheless, according to many evaluations, this model represents a strong higher education reform that could serve as an example for countries across the region.
